Telemarketers are required to access and scrub against the National DNC Registry, which is maintained by the FTC. The FTC provides the first five area codes at no charge; beyond that, businesses pay per area code—currently $82 per area code for FY 2026, with a nationwide cap of $22,626. Once a business has downloaded the registry data, it needs a way to compare its calling lists against those numbers. That’s where free scrubbing tools come in.
